PCItek, formerly Project Consultants, LLC., has a complete staff of systems and power engineers, business systems analysts and project managers.
Margaret Goodrich, has been active in the industry and in the standards community for the industry since the early 1990s. Her work in this area earned her a patent for a CIM-based product in 2000 and the IEC 1906 award in 2013. See below for more information on Margaret and some of our team.
Margaret Goodrich
Ms. Margaret Goodrich has over 30 years of experience in project management and all support and production areas within the Software Industry. Ms. Goodrich, under contract to the Electric Power Research Institute (EPRI), has been the Test Coordinator/Director for the CIM Interoperability (IOP) Tests. She is a current member of the UCA International Board of Directors and has also served on several IEC groups to establish utility industry standards for data exchange and application programming interfaces. These activities involve current membership in the IEEE, IEC and the CIM User Group in the following capacity:
- IEEE CIM Task Force Co-Chair – this task force has a charter to expand the awareness of the CIM standards and work to endure the inclusion of the standards into the IEEE standards.
- IEC WG16 (CIM Extension for Markets), IEC WG21 (Distribution and Home Area Network Communications), IEC WG19 (Governance Body for IEC TC57) – serve as a working group member.
- IEC WG14 – CIM for Distribution – server as the Model Manager for the working group as well as the lead and co-lead for several of the Back-Office areas such as Outage Management, CIS, AMI and DMS.
- CIM-61850 Harmonization Task Force – Project Manager for this WG19 task force to produce a Technical Specification for the harmonization of the CIM and 61860 (substation automation) standards.
- Chair of the CIMug CIM Testing Committee – currently working to implement a testing program to provide vendor certification for conformance and interoperability for the CIM standards.
- Awarded the IEC 1906 award in 2013.
- On the Board of Directors of the UCAIug
Ms. Goodrich founded PsyCor International, Inc. PsyCor became a leader in software development using the CIM standards. As the founder, Ms. Goodrich provided all corporate and operational leadership functions. She provided the strategic direction and vision for the company and worked hand in hand with customers to develop solutions that would remove the proprietary boundaries within the enterprise and provide open systems based on industry standards.
Ms. Goodrich is currently working for Project Consultants providing consulting and integration solutions to American Electric Power (AEP) for the Network Model Management (NMM) project.

Chuck DuBose, Principal Engineer, P.E.
Chuck has 40 years of power system experience with extensive knowledge in transmission operations, power system models, and software. This experience includes multiple EMS databases, the IEC Common Information Model, relay protection, and distribution engineering techniques. At Dominion Energy, he was responsible for the EMS transmission model and supporting the Transmission Operations Center with network applications analysis.
Chuck is a member and participant in IEC Working Group 13 and 14, the international committee responsible for maintaining the Common Information Model (CIM). He lends his expertise in power system modeling and his operations experience to influence decisions concerning changes to the CIM definition. He participated in the EPRI-sponsored “CIM for Planning” and “CIM for Dynamics” projects.
He was a vender representative on the European Network of Transmission System Operators (ENTSO-E) CIM Data Transfer Interop team to develop the second generation “CIM for Planning” model definition. Mr DuBose has participated in multiple interoperation tests between different venders of the CIM. He has taught multiple courses on the Common Information Model and its use along with techniques in network modeling.

Herb Falk has over 30 years experience working in the automation, information exchange, and standardization activities. Since joining SISCO in 1985, Mr. Falk has co-led the design and architecture of the Utility Integration Bus (UIB) – an application integration product based on the IEC 61970 and 61968 standard interfaces. Mr. Falk has worked on the EPRI specifications for the Utility Communication Architecture, EPRI Intelligrid, EPRI’s Control Center API working group, a United States Technical Advisory Group (TAG) member to the International Standards Committee (IS) Technical Committee (TC) 184, and is a United States Technical Advisory Group representative on the International Electrotechnical Commission (IEC) Technical Committee (TC) 57 WG 10, 13, 14, 15, 17, 18 and 19 standards committees.

Frank Wilhoit
Frank has 36 years of experience as a software developer and architect, focused on language tools, operating systems, embedded systems, data and information architecture. He was Enterprise Information Architect at American Electric Power from 2003 to 2014 and a key participant in AEP's adoption of CIM for distribution operations, developing architectural strategy for data in flight and data storage.
Frank is a member of IEC Working Group 14 and shepherded substantial new capabilities discovered in the course of AEP project deployments into the CIM standards.
